The Local Planning Agency of the City of Monticello, Florida, met in regular session on October 14, 2008 at 7:00 P.M., at City Hall.  The following members were present:

The meeting was called to order by Chairman Steve Rissman.   On motion of Nancy Wideman, seconded by Rick Anderson, minutes of the September 9, 2008 meeting were approved.

 

PUBLIC HEARINGS:

APPLICATION FOR PRELIMINARY PLAT – PECAN HILLS PHASE II   The developer or representative was not present.   Rich Noakes of George and Associates noted the plat, as adjusted, is adequate and meets requirements of the city’s code.    Steve Rissman noted that the subdivision homeowners’ regulations seem to indicate that the Phase II project will be a private subdivision.  Attorney Leinback noted the regulations are somewhat ambiguous since there is also mention in the regulations that the streets will be public.  Mr. Leinback noted that the language will have to be cleared before the final plat is approved.  Mr. Rissman also noted that the homeowners’ association will be created 12 months after the first lot is sold.  He also noted that the maintenance fees for stormwater, roads, etc. is $50 per year, which seems unrealistic, especially if the roads are to be private.  Mr. Rissman also questioned the allowance of five animals per lot.

 

Matt Repogle and Dick Bailar, residents of Phase I, suggested that clarification of these issues needs to be made before proceeding with approval of Phase II, especially if the developers propose merging of the phases into one homeowners’ association.  Dick Bailar also noted that right-of-way on South Waukeenah Street may not be available for widening and asked about sidewalks along South Waukeenah Street.  Mr. Noakes noted that construction documents for Phase II will include specifics for road widening which will be reviewed.   Mr. Noakes also noted he would have to review the city standards for sidewalk installation along South Waukeenah, but noted that he did not believe there is enough right-of-way for a sidewalk.  Presently, the proposal calls for 10-foot travel lanes with six-foot stabilized shoulders on either side.  He noted, however, that the requirement could be made that the three phases of Pecan Hills be interconnected with a sidewalk.  Mr. Bailar suggested that the developers be required to install the sidewalk along South Waukeenah Street considering the number of lots in all three phases and the probability that there will be so many pedestrians along the narrow street.

 

 

 

Mr. Rissman suggested that the matter should be continued since the developer is not present.  On motion of Nancy Wideman, seconded by Rick Anderson, the Agency Members unanimously voted to continue consideration of Phase II until the city engineers can determine the sidewalk issue and developers can be present to answer questions.

 

DISCUSSION OF PLANNED UNIT DEVELOPMENT (PUD) APPLICATION AND APPROVAL PROCESS AND REPORT OF PUD PRE-APPLICATION CONFERENCE FOR MONTICELLO PINES PHASE I    Mr. Noakes reported that several meetings have occurred between the Monticello Pines developers and engineers regarding planning of Monticello Pines.  The developers have elected to proceed with a PUD application, and the developers have been informed of the requirements. 

 

The developers will be required to submit a concept plan for a PUD which will show  overall development of the entire parcel, not just one phase.  The developers will be also submitting a development code for the entire parcel, which will be then reviewed by the Local Planning Agency and the Council as part of an ordinance process.  The special PUD development code will probably include some lots with widths slightly less than presently  required, smaller setbacks, rear-entry lots, etc.  Some lots, however, will probably be considerably larger.  Lots touching the wetlands will have to conform with wetlands development requirements.  Mr. Noakes has suggested that the developers should not be allowed, however, to reduce the widths of the roads.  The proposed ordinance outlining the PUD development code, along with a preliminary plat for Phase I, can most likely be considered at the same time.    There is no intent to include any commercial lots within the development.  

 

The developers have not yet submitted the concept plan or development code for review.  Parts of the proposed code may refer to existing city residential developmental ordinances.  

 

NEW BUSINESS

Clerk Anderson requested a change of the November meeting, since November 11th is a city holiday.  The Planning Agency Members approved moving the November meeting to November 13th.  Clerk Anderson noted that part of the meeting will be a joint meeting of the Historic Design Review Board and Local Planning Agency to discuss the Citizens’ Committee changes proposed in design standards in the Courthouse Square. 

 

Clerk Anderson also emphasized the importance of updating construction plan review fees and the construction administration process.  Mr. Noakes said he is working with Robert George to prepare proposals.
