The Local Planning Agency of the City of Monticello, Florida, met on June 17, 2008 at 7:00 P.M., at City Hall.  The following members were present:

 

            Mike Bonfanti, Acting Chairman

            Rick Anderson

            John Jones, Ex-Officio Council Member       

 

Others present were:

            Emily Anderson, City Clerk/Treasurer

            Buck Bird, Acting City Attorney

 

The meeting was called to order by Acting Chairman Mike Bonfanti.   On motion of Nancy Wideman, seconded by Rick Anderson, minutes of the May 13, 2008 meeting were approved.

 

PUBLIC HEARINGS:

CONTINUATION OF CONSIDERATION OF APPLICATION FOR PRELIMINARY PLAT – PECAN HILLS PHASE II  Project Engineer Tony Williams of Spectra Engineering requested an additional continuance of the project review since the firm has not have enough time to review the city engineer’s comments  on the revised preliminary plat.   On motion of Rick Anderson, seconded by Nancy Wideman, the Planning Agency unanimously voted to continue the preliminary plat application review to July 8, 2008 at 7:00 p.m. at City Hall.

 

APPLICATION FOR PRELIMINARY PLAT – MONTICELLO PINES PHASE I  - Engineer Lee Smith of ECT Technology presented the Planning Agency with a revised preliminary plat.  City Engineer Rich Noakes of George and Associates noted that the revised preliminary plat was only received June 6th, and he has not had the chance to completely review the plans, and he anticipated that review would be ready within the next week or two. 

 

Jesse Cooksey, a neighboring property owner, asked what was planned for the quadrant around his property labeled as future development and suggested that there is a 35-foot setback zone.  Mr. Smith explained that a portion of the property would most likely be set aside for wetlands creation and wetlands enhancement, but was not aware of a code citation for a required 35-foot setback requirement.  Mr. Smith also noted that there has not been any other determination of plans for the area around Mr. Cooksey’s property.  Mr. Cooksey also complained that contractors have destroyed his fence. 

 

Mr. Bonfanti requested clarification on the variances requested.  Mr. Smith noted the variances were requested to promote a more walkable community.  Mr. Noakes noted that the variance requests would be addressed in the engineering report. 

 

Rick Anderson asked about architectural controls.  Mr. Smith noted that those plans have not yet been finalized, but it anticipated that there would be covenants and deed restrictions applicable to the lots and home designs.

 

Kate Calvin and Mr. and Mrs. Bill Collins, area residents, expressed concerns about the viability of the project and security problems which may be caused by a vacant subdivision.  Mr. Collins also expressed concern about the area roads. 

 

Ms. Calvin also requested information about the lift stations and wetlands impacts.  Mr. Smith discussed utility layout and possible design modifications as future development is planned.

 

Mr. Dewayne Carver of Hall Planning and Engineering discussed street design, traffic flow, street parking and landscape design.  County Planner Bill Tellefsen noted the county would have some requirements for re-paving of Coopers Pond Road.

 

Noting that there is incomplete information to further review the project, on motion of Rick Anderson, seconded by Nancy Wideman, the Local Planning Agency unanimously voted to continue the hearing until July 8, 2008 at 7:00 p.m. at City Hall. 

 

JONATHAN AND JUANITA JONES IN RE:  PROPOSAL FOR USE OF OLD BUS BARN AS SKATING RINK (ZONED AGRICULTURE)  The Board noted the property would need to be zoned as Commercial. 

 

OLD BUSINESS

Ms. Wideman asked about the status of the citizens’ committee looking at design standards on the Courthouse Square.  City Clerk Anderson reported that she provided notice to all property owners in the B-1 zoning district of the final hearing set for July 1st. 

She has had a few calls and a few suggestions.

 

NEW BUSINESS

Clerk Anderson noted that the Agency may want to set a separate hearing next month for the EAR report discussion since there will be two preliminary plat reviews.  The Board decided to set that separate meeting at the July 8th meeting. 

 

There being no further business before the Agency, the meeting was adjourned.
