The Local Planning Agency of the City of Monticello, Florida, met on May 13, 2008 at 7:00 P.M., at City Hall.  The following members were present:

The meeting was called to order by Chairman Steve Rissman.   On motion of Nancy Wideman, seconded by Mike Bonfanti, minutes of the April 8, 2008 meeting were approved.

 

DISCUSSION OF APPLICATION FOR PRELIMINARY REPORT FOR MONTICELLO PINES PHASE I  Project Manager Clay Thompson and Project Engineer Lee Smith discussed the preliminary plat for Monticello Pines Phase I Subdivision, which consists of 126 lots of various size.  City Engineer Robert George has issued initial comments on the subdivision plat, and the County Planner has also issued comments concerning the subdivision effects on Coopers Pond Road.    

 

Agency members discussed the subdivision connection point to U.S. 19.  They also discussed the width of the planned subdivision streets, as well as the county’s input concerning required improvements of Coopers Pond Road.   City Engineer Robert George is also looking at required widths of proposed rear alleys, as well as width of easements to accommodate stormwater facilities.   He has also asked for an overall water/sewer layout.  Mr. George also noted that corrected fire flow tests show adequate pressure for fire flow.  Sidewalks will need to be changed to five feet as required by city code.  The plan will also be checked to determine adequate off-street parking, as well as confirmation that several of the lots can meet setback requirements.

 

It is anticipated that review of the plat will continue with additional information to be provided by the developer, and County Planner Bill Tellefsen will provide final comments regarding Coopers Pond Road.  Input from citizens may also influence the location of the intersection of the subdivision boulevard onto Coopers Pond Road.

 

Mr. George also noted that there will also most likely be various agreements to cover some issues of ownership and maintenance of some of the infrastructure facilities as future phases are developed. 

 

 

Mr. Dewayne Carver of Hall Planning and Engineering discussed the traffic studies performed on the entire subdivision, as well as a study for Phase I only.  He noted the issues involved with Coopers Pond Road are not capacity issues, but determinations need to be made regarding design of the road and establishing a level of service.   He also discussed the concept of alleys within the subdivision.

 

The Agency Members set the June meeting for June 17th at 7:00 p.m., at which time it is expected that the preliminary plat will be ready for public hearing.  It is possible that the matter will also be referred to the County Commission for approval of any improvements proposed for Coopers Pond Road.

 

REVIEW OF STATE PLANNING RULES   Planner Darrin Taylor reviewed various  state requirements for comprehensive plans.  There are several issues to address, including concurrency and housing policies.  There will also be some evaluation which needs to be done with mixed-use land use categories.

 

The city will also need to review the requirements of interlocal agreements and determine if there are state provisions which are not being met.  There is also a requirement for designation of zoning categories for location of public schools.

 

Mr. Taylor will prepare a comprehensive report for Agency consideration, as well as a  narrative of local issues.  The Council will also review the report when the Local Planning Agency completes its recommendations.

 

NEW BUSINESS

Clerk Anderson reported that the Historic Design Review Board met on April 10th and discussed ways to promote expansion of the Historic District.  Another meeting is set for June 11th.  The Board also has indicated it is interested in reviewing suggestions for downtown overlay zoning and perhaps meeting jointly with the Local Planning Agency to discuss proposed regulations.
