The Local Planning Agency of the City of Monticello, Florida, met on February 12, 2008 at 7:00 P.M., at City Hall.  The following members were present:

 

            Steve Rissman, Chairman

            Mike Bonfanti

            Nancy Wideman        

            Tom Dunn

            John Jones, Ex-Officio Council Member       

 

Others present were:

            Emily Anderson, City Clerk/Treasurer

            Darrin Taylor, Planning Consultant

 

The meeting was called to order by Chairman Steve Rissman.   Tom Dunn was welcomed to the group. 

 

On motion of Nancy Wideman, seconded by Mike Bonfanti, minutes of the January 15, 2008 meeting were approved.

 

EVALUATION OF COMPREHENSIVE PLAN GOALS AND OBJECTIVES:

Agency members accepted updates to the policies and objectives as suggested by Darrin Taylor and made additional comments to elements presented: 

 

RECREATION ELEMENT  Members suggested that the level of service standards

be adjusted to more accurately reflect recreation needs of the community.  Members noted that the County Recreation Park adjacent to the city serves many of the needs of city residents.  It was suggested that a park or open space area may be needed in the north-west quadrant of the city. 

HOUSING ELEMENT  Members wanted more information on the current affordable housing assessment of the city.  The Council should consider allowing increased density

when developers provide affordable housing. 

INFRASTRUCTURE ELEMENT  Members discussed the general principles of concurrency management and were informed of the impending changes in growth management legislation which will require a concurrency management program at the city level.  Members also emphasized the importance of conservation in extending capacity.  This issue can be more fully explored when reviewing the Conservation Element.

 

Additional elements will be reviewed in the coming months.  Mr. Taylor will provide the report for review and final approval by the Local Planning Agency and forwarding to the Council for final approval.

 

DELEGATION OF CONSTRUCTION PLAN APPROVAL OF CROOKED CREEK PHASE II TO CITY ENGINEER  Clerk Anderson noted that Riley Palmer has requested that the Local Planning Agency delegate construction plan approval for Crooked Creek Phase II to the city engineer, with reporting to the Local Planning Agency.  On motion of Mike Bonfanti, seconded by Nancy Wideman, the Local Planning Agency delegated construction plan approval to George and Associates, city engineers, with the instructions that a report be provided to the Local Planning Agency.

 

OLD BUSINESS

Clerk Anderson reported that the Courthouse Square ordinance will be on the March agenda for first reading.  She noted that the LPA had suggested five certain representatives from community organizations serve on the committee and that Denise Vogelgesang has requested to be on the committee.  With those six appointments, two more could be appointed by the Mayor.  Clerk Anderson noted she wanted to have the committee appointments in place quickly so that they can begin work if immediately after anticipated passage of the ordinance in April.  The LPA members also suggested that the property owners be notified of the process and informed of committee meetings and proposals.

 

There being no further business before the Agency, the meeting was adjourned.
