The
Local Planning Agency of the City of Monticello, Florida, met on January 15, 2008 at 7:00
P.M., at City Hall. The following
members were present:

The meeting was called to
order by Chairman Steve Rissman. On
motion of Mike Bonfanti, seconded by Nancy Wideman, minutes of the December 11,
2007 meeting were approved.
APPLICATION FOR PRELIMINARY PLAT APPROVAL – CROOKED
CREEK PHASE II Developer Riley Palmer presented a preliminary plat
for 28 lots which forms Phase II for Crooked Creek. The lots are smaller than the lots in Phase
I. All street infrastructure
is in place except for the extension of Holly Rd.
Engineer Robert George has reviewed the project and has made the suggestion that
the roadway to be constructed will need to be a crowned roadway. The stormwater details will be reviewed during
the construction plan approval process.
There will also be a four-way stop at Holly Road and Willow Road.
Leonard Dodson of 1500 Willow Road
expressed his delight with the Crooked Creek Subdivision but expressed his
concern regarding construction traffic, which has damaged Willow Road. Mr. Palmer noted that all construction
traffic for Phase II will be routed through the new subdivision, and he would
ensure that any damage done by crews working in his areas would be repaired. Mr. Dodson also noted his water pressure is
very low. Engineer Robert George said he would test the water pressure
and the house.
Donna Rathburn of 1450 Willow Road
expressed opposition to the subdivision because the size of the lots in the
proposed Phase II are smaller than all other lots in the area. Mr. Palmer noted that though the lots will be
smaller, the home values would be comparable with the existing homes in Holly Hills. Stanley Rathburn asked that the city to clean
up the abandoned lift station on Willow
Road.
On motion of Nancy Wideman, seconded by Mike
Bonfanti, the Local Planning Agency Members unanimously voted to recommend that
the City Council approve the Crooked Creek Phase II preliminary plat, subject
to the written comments provided by City Engineer Robert
George.
[UPDATE
ON PECAN HILLS PHASE
II PRELIMINARY PLAT City Engineer Robert George
reported that the traffic study for Pecan Hills Phase II has been received and
is being reviewed. He is scheduled to
meet with the engineers on January 16th. ]
DISCUSSION OF ORDINANCE ESTABLISHING ZONING OVERLAY
AND CITIZEN’S COMMITTEE Clerk Anderson
presented the proposed ordinance establishing a zoning overlay which has been
modified to include maps to clarify the proposed area for the zoning
overlay. The ordinance will establish a
citizens’ committee to consider additional development regulations which would
apply to the proposed zoning overlay area. The Members discussed the proposed properties
to be included in the zoning overlay and since the committee may recommend that
additional areas be included, the ordinance should include that provision in
the list of items for committee consideration.
OFF-STREET PARKING REQUIREMENT IN B-1 ZONING
DISTRICT
Clerk Anderson presented an ordinance which
clarifies the exemption for requirement of off-street parking in the B-1
zone. The Planning Agency Members
discussed various scenarios of parking needs in B-1 and made a revision in the
wording of the proposed ordinance.
OLD BUSINESS
The vacancy on the Local Planning
Agency is being advertised.
There
