The City Council of the City of Monticello, Florida, met in regular session on
September 1, 2009 at 7:00 p.m. at City Hall.  The following members were present:

 

        Tom Vogelgesang, Mayor

        Idella Scott

        Linda Butler

        John Jones

        George Evans

 

Others present were:

 

        Fred Mosley, Chief of Police

        Bruce Leinback, City Attorney

        Emily Anderson, City Clerk

 

Mayor Tom Vogelgesang called the meeting to order.   Idella Scott offered the invocation, and Mayor Vogelgesang led the Pledge of Allegiance.  

 

APPROVAL OF MINUTES OF AUGUST 4, 2009  On motion of John Jones,  seconded by Linda Butler, the Council unanimously approved the minutes of the August 4, 2009 meeting.

 

ORDINANCE FIRST READINGS:

ORDINANCE 2009 – xx  AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF MONTICELLO, FLORIDA BY ADDING A NEW SECTION, SECTION 58-13, ENTITLED “OPERATION OF GENERATORS”; PROVIDING FOR LEGAL EFFECT; PROVIDING FOR SEVERABILITY, CODIFICATION, SCRIVENER’S ERRORS, AND AN EFFECTIVE DATE

 

ORDINANCE 2009 – XX  AN ORDINANCE ADOPTING THE FINAL DEVELOPMENT PLAN FOR MONTICELLO PINES SUBDIVISION, PHASE I, PLANNED UNIT DEVELOPMENT (PUD); AMENDING THE LAND DEVELOPMENT REGULATIONS OF THE CITY OF MONTICELLO, FLORIDA BY ADDING A NEW SECTION, SECTION 54-252, ENTITLED “STANDARDS OF DEVELOPMENT FOR MONTICELLO PINES SUBDIVISION, PHASE I, PLANNED UNIT DEVELOPMENT (PUD); PROVIDING FOR AMENDMENT OF THE OFFICIAL ZONING MAP OF MONTICELLO, FLORIDA TO DESIGNATE MONTICELLO PINES SUBDIVISION, PHASE I, AS PUD; PROVIDING FOR SEVERABILITY, CODIFICATION, SCRIVENER’S ERRORS, AND AN EFFECTIVE DATE  It was noted that the rezoning ordinance requires two noticed public hearings, so the ordinance will be finalized in November.

 

 

 

CHAD GUNTER OF ADVANCED ENVIRONMENTAL TECHNOLOGIES IN RE:  PETROLEUM CLEAN-UP AT 200 E YORK STREET   Mr. Gunter discussed the current petroleum clean-up project at the city barn.  He requested that the Council designate his firm as contractor for finishing the project.  After discussion about the current contractor and desire for more information, it was suggested that the Mr. Gunter provide City Manager Wingate and Attorney Leinback with more information to determine the status of the project.

 

APPROVAL OF FRDAP GRANT APPLICATION FOR PARK DEVELOPMENT – MONTICELLO PARK   Landscape Architect Winston Lee and Park Committee Member David Ward presented a Phase I concept plan for the new park which includes walking and bike trails, a camping area, playground, restroom and a parking area.  The grant application will be finalized and submitted to the state by September 15th.  On motion of Linda Butler, seconded by George Evans, the City Council unanimously voted to approve the FRDAP grant application.

 

COUNCIL MEMBER REPORTS

Council Member George Evans inquired about maintenance of a wetlands area on Marvin Street and also reported overgrown properties on Branch Street.  The Council noted the need for code enforcement policy.  Attorney Leinback noted that the Council could create a Code Enforcement Board and suggested the matter be discussed at a workshop.  There was also a discussion about using county officials to provide inspection and enforcement services.

 

Council Member John Jones noted that the August League of Cities conference was helpful and he returned with much information.  Mr. Jones has been appointed as a member of an environmental committee of the League of Cities and will be traveling to Orlando for a meeting in September.

 

Council Member Idella Scott noted that she received information at the League conference about citizens’ academies, and is anxious to look at formation of an academy program in Monticello.

 

Mayor Tom Vogelgesang indicated the need for a trash policy, especially applicable to vacant lots.  He also noted he will not be able to attend the upcoming Legislative Committee meeting, and will be forwarding the information to Mr. Wingate.

 

REPORTS FROM COMMITTEE AND DEPARTMENTS

*City Clerk Emily Anderson reported that the two projects submitted under the Department of Transportation’s Enhancement Program are being considered by the state at this time.  She noted that the Downtown Improvements Phase II project is being given priority over the U.S. 90 West sidewalk extension project.

 

SEPTEMBER WORKSHOP  Topics for the September workshop will include code enforcement and city priorities for discussion at the legislative committee.  The workshop will be conducted at 6:30 p.m. on September 15th.

There being no further business before the Council, the meeting was adjourned at 8:10 p.m.
